Hard to improve on this, but I would've recommended improving the parallelism this way:
"The item expressed the wish to discuss the city's intent to file a notice of intent for projects they wished to obtain funding for."
Wish to intention and back to wish. The Shafter Press is again shining the light of poetry on the space between wishful desires of the heart and firm intentions of the will.
I think the whole matter should be referred to the Department of Redundancy Department.
That beats my favorite redundancy joke: Not only is it redundant, it just says the same thing over and over.
